Procurement of healthcare services for the country's first Secure School

Challenge

We were commissioned by NHS England to deliver this high profile, complex and innovative procurement for integrated healthcare and emotional wellbeing services at the Oasis Restore Secure School, a new model of care providing education and healthcare for young people who are on remand or who have been sentenced by a court.

Working with system partners - the Youth Custody Service, the Ministry of Justice, the Youth Justice Board, a Lived Experience charity, and Oasis Academy Trust - the project required dedicated commitment, resources and sharing of values and vision from all partners over a multi-year period, all working with a common purpose to improve the health of the most vulnerable children and young people and reduce health inequalities.

What we did

The procurement team played an essential role in converting ambitions into reality through innovative approaches and solid commercial processes and practice.
  • Our clinical procurement team led an intensive and collaborative process, including market engagement, development, and detailed and robust assessment of bids.
  • The team used their range of clear, compliant, and diligent tools and processes, along with their breadth of detailed knowledge and experience, to ensure that the best possible service model and provider were selected. 
  • Proactive cross-functional collaboration - Ministerial influence and policy development had to be managed. Education had to align with custody services, which in turn had to align with healthcare and wellbeing support.
The strength and commitment of the governance structure for the project and the clear rules of engagement between the parties created an environment where when barriers were faced, they were overcome through pragmatism and the strength of the collaboration.

Outcome

A specialised workforce will go on to design and implement a broad spectrum of interventions, programmes and activities from the third sector and public sector.

These will offer bespoke provisions for individual children and young people with education, health, care and physical activity at its heart, and engage them in supportive, meaningful and authentic relationships with health and wellbeing staff.

The Secure School, due to open in May 2024 in Rochester, Kent, is the first example in the country of a new model of care, providing both education and healthcare for children and young people who are on remand or who have been sentenced by a court.

The work was highly commended at HCSA Awards 2023 in the Cross Functional Collaboration category.
