Taking charge of the TUPE transfer of staff to Cheltenham Peripheral PCN

Cheltenham Peripheral Primary Care Network (CPPCN) commissioned SCW to provide support to plan and ensure the safe transfer of staff to them from an external organisation by the 1st April 2023.

Objective

CPPCN comprises a cluster of 5 GP practices on the edge of Cheltenham with a combined population of 54,000 patients. Following a change of contract, it was identified that 13 staff from across the 5 GP practices needed to move from being employed by an external organisation to being directly employed by the PCN. The PCN wanted support to ensure a smooth transfer and TUPE process for the practices and staff.

What we did

Cheltenham Peripheral PCN in itself is not a legal entity, therefore staff needed to transfer directly to one of the 5 GP Practices, based on their current working base. Our People Solutions consultancy support was commissioned to support the organisation with the safe and legal transfer of the staff into CPPCN. Our support also included:
  • Employment law advice as part of the identification of TUPE measures
  • As part of the TUPE transfer process, receipt of Employee Liability Information (ELI) from sending employer
  • Attendance at the staff consultation launch and briefing sessions and one to one meetings.
  • Creation of new PCN employment contracts and terms and conditions of employment
  • Issuing individual welcome letters to transferring employees
  • Review of PCN Staff Handbook
  • Review of PCN on-boarding/recruitment engagement documents
