Michael van Hemert, Managing Director, Commissioning Support Units
Michael was appointed to the role of Managing Director of all four Commissioning Support Units (CSU) in April 2024.
He is an experienced leader of business service organisations in the commercial sector and the NHS and has a track record in strategy development, service management and business turnaround. Michael champions a customer-centric approach, driving higher quality and standardised operations, and is strongly invested in consultative service provision.

Faye Robinson, SCW Interim Deputy Managing Director
Faye was appointed as Interim Deputy Managing Director in June 2024.
Faye is an experienced NHS leader having worked in various senior roles at local, regional and national levels over a 37-year career. A procurement professional by background, she is experienced in strategic leadership, commercial and operational management. Faye has a track record of developing high-performing teams believing in the power of collaboration, and empowerment of individuals to be the best they can be.
Clare Bryan, Executive Director of Finance
Clare has a wealth of finance experience at a senior level having worked in the NHS for over 25 years. Clare is an Associate Member of the Chartered Institute of Management Accountants and has a particular interest in health economics and value improvement. As a Stonewall champion, she also has a strong philosophy of diversity and inclusion allyship. She ensures SCW remains financially robust by maintaining a focus on service delivery, efficiency and financial control.
Tom Quilty, Executive Director of Transformation
Having rejoined the NHS after 14 years of working for a number of consulting firms, Tom leads our team of over 200 consultants, delivering highly valued work across the NHS sharing practice from national to local teams (and vice-versa), and providing a wide range of capability and capacity to deliver change with a broad range of NHS and public sector organisations.
David Tappin, Executive Director of Strategy and Partnerships
David is an expert in transforming health and care systems. He has 15 years’ experience as an Executive Director in acute provider trusts and complex commissioning organisations, delivering system-wide service change and performance improvement. David leads SCW’s Strategy and Partnerships team, supporting the wide range of health and care organisations that SCW supports locally, regionally and nationally.
Simon Sturgeon, Chief Digital Information Officer
Simon develops and leads strategy delivery to support business needs. He has a proven track record of delivering large-scale, multi-organisation, transformational change, at all stages from business case development, to implementation. Simon is an enthusiastic change leader with a passion for innovation and service delivery.
Elspeth Griffiths, Director of People
Elspeth is Director of People with 12+ years in NHS Community Health Services, PCT and CSU experience and 20+ years of HR experience in the commercial sector. Responsible for SCW's People team and services to 1,800+ SCW staff as well as the People Solutions to client organisations. Experienced in developing and delivery of staff engagement and behavioural change programmes, the positive management of organisational change and encouraging involvement from all levels of the business.
Laura Tully, Director of Clinical Services and Clinical Governance
Lisa Greenhorn, Director of Development
Lisa joined SCW in 2017 and brings a wealth of experience in developing strategic relationships and partnerships and in leading new business opportunities in response to the changing needs of our partners in health and care. Before this, Lisa played a key role in the establishment and evolution of Commissioning Support Units and has led business development and account management teams, operating across multiple sectors of care.
Matt Carter, Senior Partnership Director
Matt is an expert in building strong stakeholder relationships. With 16 years of experience as an officer in the RAF and 7 years as an account director in the NHS he is an experienced leader who knows how to effect change and drive improvements. Matt leads our Partnerships Team ensuring we provide excellent service and support to our care systems.
