
Working with providers to support them to reach a core level of digitisation by March 2025
Objective
The Frontline Digitisation programme was set an ambitious target by the Secretary of State announcing that 90% of provider organisations will have an Electronic Patient Record (EPR) by December 2023 (and the remainder completed by 2025).
The programme works with providers to support them to reach the core level of digitisation by March 2025, including having an EPR in place.
We were asked to provide skills, resources and expertise needed to support a task of this scale.

What we did
- A core team provided programme oversight, knowledge management and expertise
- Access to our frontline subject matter experts included technical architecture and interoperability, commercial and procurement, clinical safety, and communications and engagement amongst other experts
- Established a resource cell to manage EPR support requests from providers
- Delivered programme support for the commercial and strategy function
A comprehensive engagement and communications guide was produced together with proposals for show-and-tell events to promote EPRs.
Our resource cell processed 33 EPR support requests with 64 requirements contained in these requests supporting programme implementation.
All aspects of the project were successfully delivered without exceeding budget or deadlines.

Outcome
- In-depth support ensured providers were able to meet their EPR requirements and deliver relevant EPR collateral within the time period.
- We provided assurance reviews to support providers with six business cases and four benefits realisation reports and produced a minimum digital foundations framework for Mental Health and community providers.
- Providers received quality strategic support that was needed, covering commercial areas from contract variation to managing market options analysis.
